CHM Help files are made from HTML files, which could contain scripts, so there may be a warning when you click the link to download the file.

After you open a CHM file downloaded from the Internet, you get a warning, and all topics display a "Page Not Found" error page.

To see the topics in the CHM, right-click on the file in Windows Explorer or on your Desktop, select Properties, and click the Unblock button.
